Employment Resources, Inc. (ERI) is a Madison-based nonprofit agency that advances the employment, health and financial security of people with disabilities. We are seeking a Community Benefits Specialist to work with adults in Dane County who have mental health challenges to assist them with accessing Social Security benefits and health insurance.

The Community Benefits Specialist will work to maximize the number of eligible consumers who receive SSI, SSDI, Medicaid, and Medicare benefits, decrease the time between application and disability determination/benefit award, and minimize any lapses in health insurance coverage.

The Community Benefits Specialist will provide application assistance to people with mental health challenges seeking eligibility for public benefits such as Social Security Disability benefits, Supplemental Security Income, Medicaid, and Medicare.

  • Direct assistance to identified mental health consumers to complete applications and requests for reconsideration for Social Security benefits and Medicaid.
  • Direct assistance with completing all paperwork and required reporting while an application or request for reconsideration is pending.
  • Collaboration with the consumers’ treatment team to obtain the information needed for an application.
  • Serve as a resource to mental health and homeless service providers in Dane County regarding benefits.
  • Serve as a liaison between Social Security Administration, Income Maintenance Consortium, and the human service system.
  • Field potential referrals and calls for general information about benefits. Provide information and referral services as appropriate. Screen for eligibility for CBS services prioritizing individuals who are receiving county funded services that could be billed to Medicaid if the consumer was Medicaid eligible. These services include crisis intervention/crisis stabilization, Community Support Program, case management, personal care, and day treatment.
  • Work with other agencies in the Dane County Human Services System to conduct outreach for the purpose of identifying people with disabilities who are eligible for Medicaid and other public benefits but are not aware of that eligibility.

The Community Benefits Specialist will become an expert in eligibility and application processes for the above-named benefits, assist with filling out the necessary paperwork, mediate between the applicant and the government entity administering the benefit or program.

The Community Benefits Specialist will gain a thorough understanding of the appeals process for denial of benefits and will assist with filling out appropriate paperwork and making referrals for further representation at appeal hearings when appropriate.

The Community Benefits Specialist will coordinate, collaborate, and understand services provided by Disability Benefits Specialists, Elder Benefits Specialists, and Work Incentives Benefits Specialists in such cases where issues of aging or employment overlap in providing the most effective services to an individual.


  • Experience in Vocational Rehabilitation, Social Work, Mental Health services, Special Education, Accounting, Paralegal services, Legal services, Financial Eligibility determination, or other related human service or field.
  • Must be experienced in working with people with mental illness and experienced in or has the prerequisites for becoming a benefits specialist.
  • Basic knowledge of benefits programs and resources available for more in-depth questions about benefits and working is preferred.
  • Demonstrated competence in the following areas: basic math, technical writing, communication.
  • Computer experience and skills to include: Microsoft Office Suite and Internet usage.
  • Demonstrated high level of organizational skills and strong attention to details.
  • Travel throughout Dane County is required.
  • Exceptional written and verbal communication skills
